Every year, tens of thousands of college students and graduates stop making payments on their student loans. For more than a decade, that loan-default rate was in decline because the federal government toughened penalties for schools with high shares of defaults.

Dear Debt Adviser, I am currently in school, financed by student loans. I also have about $17,000 in credit card debt as well as a car payment. My question is: Should I get a student loan with deferred 7 percent interest to pay off my credit cards with a 6.5 percent rate?

HELENA - The Montana Guaranteed Student Loan Program is reporting a preliminary default rate of 1% in fiscal year 2008 for the early months of student loan repayment. It is the lowest rate the program has ever recorded.
